When an email address is first added to the database it is given the status Active. If we receive a soft bounce after the 1st mailing, the status changes to Active Bounce and we record that it has bounced 1x. After we receive the same soft bounce for the same email address on 3 successive mailings, the status then changes to Inactive Bounce so it can be removed from future mailings and avoid further delivery issues to that domain. We need to make this distinction not only to keep track of how many times an address has bounced, but also so we can differentiate them from a permanent hard bounce.
Permanent hard bounces are marked invalid after the 1st attempt.
